North American Water Resource Management

Water is wealth.
Yet, whenever Spring floods come to the Midwest, the water is sandbagged away.
The ancient underground aquifer is depleted. Drought plagues the Southwest. Not long
ago, as the Midwest struggled to repel the abundance of water, the Southeast was in the
grip of devastating drought. The next year, the Midwest itself was hit by drought so
severe that hay was stolen as though it were money. Hay was actually more precious
than money.
Save and share. Spring floods in the Midwest are an opportunity. We can invest our
efforts, our resources, our dollars, in capturing water, saving water, sharing water.
People and businesses in the grip of drought are willing to buy water. Sell them water.
Put water in containers, small and large, and ship those containers by train and truck to
drought-stricken regions.
Instead of building more and higher levees and dykes, we need to dig – dig ditches and
culverts, dig cisterns and reservoirs – to drain the water away from the flooding river
and conserve the water for when and where water becomes scarce and is needed.
Pavement is a problem. Soil absorbs water, saves it, and reduces flooding. Pavement –
paved roads, parking lots, walkways – blocks soil from absorbing water, sends water
into drains designed to return water to rivers, which may already be flooding.
Ultimately, we need to have a North American water management system – with longrange aqueducts carrying water from Alaska, Canada and Greenland to all parts of the
United States and into Mexico. That way, water can be sent from where it is available in
excess to where it is scarce. Also, as ice caps melt, we need to capture fresh water before
it joins the salt-water ocean and then requires desalinization.
If we keep building levees and dikes, the Mississippi and other rivers will become like
the Yellow River in China, the bottoms of the river being above the level of the
surrounding land; whenever a dike or a levee is breached – as happens during
earthquakes and other natural disasters, and during wars and revolutions – massive
areas are flooded and millions of people die.
One shovel. A thousand shovels. A million shovels. “A journey of a thousand miles
begins with a single step” (Chinese proverb) North American Water Resource
Management begins with a single shovel.
In Bermuda, rainwater is captured on roof-tops and used for washing. Excess water
captured on roof-tops could be drained into cisterns for later use or for transport.
Excess water can be transported by truck or train, until aqueducts are built.
“When the winds of change blow, some people build walls and other people build
windmills.” (Chinese proverb) When rivers flood, some people build levees and other
people dig reservoirs.
